How the Dutch got their cycle paths

How did the Netherlands get such a comprehensive network of cycle path? The way Dutch streets and roads are built today is mostly the result of deliberate political decisions and action in the 1970s to turn away from the car centric policies of the post WWII era.

The mass cycling protests that hit the Netherlands in the 1970s look very similar to protests in other countries today.
